Jeffrey Leibell, Chief Legal & Financial Officer, is recognized as a leading authority on settlement and distribution legal issues. When Jeff joined FRS in June 2014, he brought 35 years of experience in litigating class actions and advising on their settlement and distribution, managing corporate risk, and auditing public and private companies. Jeff oversees FRS’s legal team and leads financial operations. Before joining FRS, Jeff served more than six years as Vice President of Class Action Services at Garden City Group (GCG), now Epiq, a leading claims administrator, where he advised executives and class counsel on complex legal issues, developed continuing legal education programs on class action settlements, and supervised GCG’s “Attorney Team” which, during the $20 billion Gulf Coast Claims Facility, oversaw legal representation for over 350,000 claimants. He managed GCG’s risk and compliance, designing its claims administration system to meet HIPAA standards and all five of the AICPA’s Trust Services Principles. Prior to GCG, Jeff practiced at Ropes & Gray and then at Bernstein Litowitz Berger & Grossmann, where he prosecuted complex class actions and negotiated and administered over $13.5 billion in settlements, including five of the ten largest securities class action settlements in U.S. history. Jeff graduated from Columbia Law School, where he was a two-time Harlan Fiske Stone Scholar and the Senior Notes Editor of the Columbia Business Law Review. Before law school, he spent over 12 years at Deloitte & Touche as a litigation consultant and Senior Manager auditing Fortune and other companies.
